The Mayor’s office, located within City Hall, is often the first point of contact for most city-related business.

This office is responsible for the overall coordination of meetings, records, and communication between the Mayor and all departments of the City and the general public, as well as management of personnel files for City employees. The Mayor works closely with a variety of state and local businesses and organizations to manage and cultivate City operations and developments. The Mayor maintains a cooperative working relationship with Wabash County government and the town of North Manchester.

The Executive Assistant has a crucial role in facilitating the Mayor's initiatives and maintaining a well-organized and responsive office.

The Mayor's Coordinator and Receptionist is a multifaceted role that combines digital media management with front desk operations, ensuring a seamless online and offline presence for the City of Wabash and the Mayor's office. Key responsibilities include managing the City of Wabash website, overseeing social media accounts, creating engaging content, and monitoring online interactions. This combined position ensures effective communication, a professional image, and a welcoming environment both online and offline. Additionally, this role also involves greeting and directing visitors, managing phone inquiries, scheduling appointments, and communications with internal and external customers and residents. 

The City Council of Wabash is the legislative and fiscal body for the city government.  The Council’s seven members are made up of one representative from each of the City’s five Council districts and two at-large members. 

As the legislative body, the Council has the exclusive responsibility of passing or changing local laws (known as ordinances), resolutions, orders, and motions for the City’s government. As the fiscal body, the Council has the authority to levy certain taxes and it has the sole responsibility of adopting a City budget each year.  The Council also appoints members to certain boards and commissions that serve the community in various areas.

Indiana has what is called a “strong mayor” system, so the mayor has most of the executive and administrative power over the city’s daily operations.  The mayor appoints or removes department heads and has veto power over ordinances passed by the Council.  Nevertheless, the Council has the ultimate authority for funding and all money spent on behalf of City taxpayers.

The Wabash City Council members are tasked with representing the interests of the constituents in their district. In addition to proposing, passing, and ratifying policies and ordinances for the City of Wabash, the city council members manage budgets, respond, and resolve complaints from their district constituents.

The City of Wabash contracts with Douglas C. Lehman for legal services and legal representation. Doug graduated from Indiana University School of Law, Bloomington, Indiana, cum laude, in 1975 and was admitted to the Indiana Bar and the federal district court bars for the Northern and Southern Districts of Indiana in October 1975. Doug was admitted to the State Bar of California in June 1978. 

About the Service

Wabash City County Ambulance Service (WCCAS) is owned and operated by the City of Wabash - and is not billed from any of the hospitals that it serves. Payments for ambulance services provided by WCCAS must be paid to the service directly.  Learn more about our service via our FAQs page

The Building Department reviews plans and issues building permits for new construction and the remodeling of existing structures.

The Building Department also issues permits for electrical upgrades, garages, accessory buildings, pools, signs, sanitary sewer taps, roofing, and demolition.

The Building Commissioner is responsible for the various inspections performed during construction and the final inspection to obtain a Certificate of Occupancy upon project completion.

Other duties of the Building Department include:

The Building Commissioner serves as Floodplain Coordinator for the City of Wabash to insure construction in the floodplain complies with all Local, State, and Federal regulations.

City Court Dates: Court hearings are held every Tuesday & Wednesday at 8:45 am.

  • Those attending court will enter through the Market Street entrance

Daily Operations:

The City Court office oversees civil cases and City ordinance violations. 

Payment Options: inance violations

  • Wabash City Court accepts payments by cash (for exact amount only) money order, cashiers check, and debit/credit card
    • If you are paying by debit or credit card, there is a small fee assessed by the card processing company
      • $0 - $31.00 - A fee of $1.00 will be added to your invoice
      • Anything above $31 - A fee of 3% will be added to your invoice
  • All payments can be made at 23 W. Market St., Wabash, IN 46992 
  • Please note the City Court office is closed between 12:00 - 1:00 daily 

Responsibility:

The City Court office is responsible for recording alleged violations of City codes and ordinances, hearing evidence presented in court, and ruling on cases.

Services:

Judicial Review/Due Process of Law – The court provides an opportunity for due process of law in civil cases.

Imposition of Penalties – The City Court Judge is responsible for imposing fines and penalties to defendants.

Communications, Public Information, and Court Scheduling – The Municipal Court is responsible for adhering to customer concerns, defendants to accommodate their needs throughout the judicial process.

Civil Collections:

  • All Claims are to be filed on issued claim forms - If available, please provide additional documentation relative to the case. 
  • The filing fee is $157, this fee is to be paid at the time of filing 
  • Claims may be filed for up to $10,000 plus the $157 filing fee
  • There is a $10 fee for each additional defendant 
  • There is a $15 fee for an officer service to a Wabash County address, cash can be provided with your paperwork

The Clerk Treasurer’s office upholds all fiscal responsibilities for the City of Wabash

These duties include:
  • Managing all City accounts payable and receivable
  • Monitoring CEDIT funds
  • Investing City funds in CD’s and bonds
  • Conducting all functions of City payroll and PERF requirements
  • Preparing annual City department budgets, including expenses, revenues and projected cash flow for all municipal funds
  • Maintaining all City ordinances and resolutions
  • Assisting with annual State Board of Accounts audit
  • Maintains all city owned vehicle titles
  • Handling all liability, equipment damage and theft insurance claims
  • Performs research on numerous topics

CFO (Chief Finance Officer) of all revenue, investments and cash on hand for the City of Wabash and all subordinate entities. Serve as Clerk to the Legislative body, by attending Council meetings and keeping written and tape recordings of the proceedings. Prepare estimated budget and estimated miscellaneous revenue, financial statements, and the proposed tax rate and levy. Prepare the Annual Report. Oversee all Accounts Payable and Payroll functions. Keep abreast of all legislative changes relative to City Government and ensure that we are always in compliance with State Statue and the State Board of Accounts. Prepare Salary Ordinance and keep a complete record of all Resolutions, Special and Regular Ordinances and all Council minutes.

  • Maintaining priced assets ledger & department inventories
  • Attend State Board of Accounts meetings annually and attend conferences and various topic-related meetings when scheduled. Continuing education is a must to keep up with the ever-evolving job.

I authorized Hoosier Homes for the City of Wabash in October of this year. Hoosier Homes is a new down payment assistance tool that is available to Indiana communities and offers up to 6 percent in down payment assistance for new and repeat home buyers earning up to nearly $90,000 in our community. In the spring of 2022, the first domino will fall as we break ground on our first full-scale neighborhood development project on the former site of the Parkview Wabash Hospital.

The Mark C. Honeywell Pool, located at 370 W. Harrison Ave., was built in 1961.

The facility contains a 50 meter competition pool with diving pit and a 120′ single flume water slide. It also has 1 smaller pool for young swimmers and a concession stand.

The Honeywell pool employs multiple pool managers and American Red Cross certified lifeguards during the season. 

The pool opens Memorial Day weekend and closes for the season in early August. Public swimming is available daily from 1:00 p.m. - 7:00 p.m.

Our Mission

There are 10 year-round employees at the Wabash Street Department.

Focused and dedicated workers who maintain 69 center lane miles along with numerous other tasks. Those tasks include all the following, but not restricted to;

Yard Waste Pickup

  • Brush: We make every attempt to pick up your brush on the day of your scheduled trash pickup.
    • Contractors are required to haul away any debris or clippings from work they have done on your property.
  • Leaves and Grass clippings must be put in a brown recyclable paper bag Jan. 1 – Sept. 1.
  • In the fall, the department has 3 leaf vacs that typically run Monday-Friday. Starting south and working our way north repeating as necessary.

Street Repair

  • The street department repairs potholes as necessary year-round report a pothole please call; 260-563-3611
  • We mill and resurface as much as possible on our own
  • Crack sealing is done by our department to prolong the life of the streets

Spring & Fall Clean-Up

  • Items must be placed curbside by 6 A.M. on the day of your trash route.
  • Piles are to be no bigger than a 4x8 pile
  • Items not accepted;
    • Batteries
    • Paint
    • Petroleum products
    • Household chemicals
    • Tires
    • Appliances
    • Loose shingles
    • Drywall and plaster
    • Televisions, computers, and other electronic devices
  • Spring clean-up is typically the last week of April or the first week of May

  • The list of items not accepted by the department can be taken to The Wabash County Solid Waste District located at 1101 Manchester Ave.

Snow Removal

  • The city is divided in 5 routes with 2 plow trucks assigned to each area.
  • Our goal is to have the streets clean and safe for morning traffic.

Mowing Maintenance

  • Summer mowing program
    • Maintains vacant homes and lots and business park

Mosquito Control

  • The department has 3 licensed applicators
  • In May we treat catch basins with a 6-month tablet.
  • In the summer we trap, count, and test mosquitos for viruses with the help of the state, and begin spraying as needed.

Storm Line Maintenance

  • Installation and repair of storm lines.

Full-Time Mechanic

  • Maintaining street, city police department, park department, and other city vehicles and equipment.

Sign Shop

  • Maintaining compliance with state and federal highways.
  • Designing, constructing, installing, and maintaining all signs owned by the city.

Compost Site

  • No trash is accepted at this site as IDEM frequently inspects us. Security cameras are in use.
  • The only items accepted are lawn clippings, brush, and leaves. The disposal of any other items will result in a $300/day fine
  • The site is open to residents within the city limits; Monday – Friday 7-3 excluding holidays
  • Mulch is free to city residents with a small fee to those outside the city limits.

Dump Truck Prices –

  • $150 General Household & Building Materials
  • $200 Roofing

The following list of items are NOT to be placed in the dumpster

  1. Batteries, paint, or petroleum products
  2. Household chemicals, appliances w/Freon, or tires 
  3. Televisions, electronics, computers, or microwaves
  4. LP tanks, medical waste, thermometers, thermostats, fluorescent lights & bulbs
  5. Containers with Sharp needles (these can be taken to the Solid Waste District)

If any of these items are in the dumpster, whether they are on the top or buried on the bottom, the resident will be fined $300.

The Wabash Wastewater Plant is a Class III activated sludge facility that utilizes mechanical bar screens, submersible pumps, oxidation ditches, circular clarifiers, and ultra-violet disinfection to treat wastewater being discharged to the Wabash River.

The facility is rated at 4 mgd (million gallons per day) and has a peak flow rate of 10 mgd (for 1 hour). The facility has a sustainable flow treatment of 7 mgd during wet weather events. The Biosolids generated through the treatment process are removed from the wastewater through aerated primary digesters and recirculated between digestion and thickening tanks (stabilization) until final storage at the final aerated digesters. The biosolids remain here until the solids are sent to the facilities 10 reed beds. It remains in the reed beds continually stabilizing for as long as 12 years.

The facility is staffed by 5 state-licensed wastewater operators, an operator in training (OIT), 2 billing clerks, and an office manager.

Stormwater Utility

The Stormwater Utility is in charge of all Stormwater Management issues. This includes the Municipal Separate Storm Sewer System (MS4). These areas encompass all projects from review, development, and inspection. The utility also addresses stormwater issues that arise with the general public. 

The project's purpose is to improve safety and mobility by addressing the adverse effects of the current at-grade crossings. By constructing a bridge to carry motorists and pedestrians over the railroad, safety is greatly improved by reducing the potential for train, vehicle, and pedestrian collisions while simultaneously providing unobstructed north-south access, reducing delays in emergency response time.
